UN DESA seeks regional consultants for civil society stakeholder mapping across SIDS goranssono@un.org Thu, 09/10/2026 - 11:45 UN DESA is seeking three regional consultants to undertake a strategic mapping of civil society actors, networks, initiatives, gaps, needs and partnership opportunities across the three Small Island Developing States (SIDS) regions - the Caribbean, Pacific, and Atlantic, Indian Ocean and South China Sea (AIS) . The initiative forms part of efforts to support implementation of the Antigua and Barbuda Agenda for SIDS (ABAS) and strengthen stakeholder engagement through the SIDS Partnership Framework . Stakeholder mapping emerged as a priority from consultations undertaken by UN DESA in 2025 on strengthening the SIDS Partnership Framework. Civil society stakeholders highlighted the need for a better understanding of who is active across SIDS, their areas of expertise and activity, existing initiatives and networks, and opportunities for stronger coordination and partnership. With support from the Government of Ireland , UN DESA will undertake a regional stakeholder mapping exercise alongside regional SIDS partnership symposia. Three consultants will be engaged, with one covering each of the Caribbean, Pacific and AIS regions. The mapping will provide a strategic, macro-level picture of “who is doing what” in each region. Rather than seeking to create an exhaustive inventory, the exercise will identify key actors and networks, significant initiatives and thematic areas, patterns of collaboration, gaps, needs and potential partnership opportunities. The three consultants will work with UN DESA to develop a common methodology across the regions, complemented by desk research and targeted virtual consultations. Preliminary findings will be presented and discussed at the respective regional SIDS partnership symposia in 2027 before the mappings are finalized. The assignments are home-based and estimated at 30 working days over a period of 20 weeks . Travel to the relevant regional symposium will be required and funded separately by the United Nations.
